Mr. Speaker: If you did, in fact, use such an expression then you were certainly using unparliamentary language. You are capable of using better language. I hear you and I would imagine what you are saying is true; I did not hear it, but if you did say that I am asking you to withdraw it and proceed.

Hon. Dr. K. Rowley: Mr. Speaker, my advice to the Member for Siparia is when I am speaking you keep your seat; it would do you well. I did describe Sen. Mark as a brown-noser; I withdraw the comment. I am sure the next time I refer to him, I would find a more appropriate and parliamentary term that will be acceptable to all of us. By that time it might be "black-noser". It does not matter how the nose is soiled, the colour depends on the meal

Even though there may well be some nepotism in the recruitment of police officers, the fact remains that all persons hired must meet certain objective critieria.

Hinds, while "not wanting to discount" the issue, stated that one had to be "realistic." "We can’t dismiss our culture. If a man has to employ someone and he knows that of the three applicants, one happens to be his colleague’s son, daughter or relative, chances are that he is going to take that person, once they meet the qualifications," he said.

Rowley: I just entered the debate for a brief moment to put on record the facts, because I do not think it is good for the Hansard to carry information that is inaccurate, because sometime in the not too distant future or the distant future, the researchers would come and use Hansard as the basis of understanding what transpired at this time while we were in office or in Opposition and it is good that whether we agree or do not agree for better or worse, that the record must be accurate.

HINDS] The question of crime—complex indeed—but when a police officer suspects someone to be involved in an offence, or is about to commit an offence, that suspicion may lead to arrest and the process begins. You then have the judicial process and then there is the custody or incarceration phase, where, as you know, we are concentrating on the business of rehabilitation and prison reform.

Mr. Speaker, as simply as I have outlined that, take for example in the judicial process, there is the bail issue, there is the witness protection issue, and there is the question of prosecutors and prosecutions in the court. All of these things impact on the whole business of crime and how it is managed in the nation.

I simply say that along with the contribution made by my friend, the Member for Tobago East, and many others, to demonstrate that the business of dealing with crime is not only a matter for the Ministry of National Security, and not only a matter for the Government of Trinidad and Tobago, but it is a matter for all of us. And if we would all work a little harder and be more conscientious, and love this country a little more, that will go a long way in dealing with some of the problems that we face.

[HON. F. HINDS] I come back to the point I was making about rehabilitation and reform. We understand the problem of repeat offenders. When they come out of jail—I visit the prisons quite often. I went there the other day and I looked at them having their meals. I wondered, because it was a noisy hot environment. Everybody screaming and shouting; men were coming with their pans to get their ration. I pictured a situation where they ought to be able to sit like we do in the tea room with some dignity; in an atmosphere of relative quiet to have a meal with knife and fork. I did not express that to anyone because that would be madness in the current environment.

Would it not be nice if we could socialize inmates? Many of them ended up in there because they lacked parental guidance. Would it not be nice if their parents having failed, the State had machinery where we could take up the slack in a paternalistic manner? The State has a paternalistic role to look after its children. It would be very nice if we could create an environment where they could get to that level of sophistication and socialization. That is the objective. When they come into the system and leave again—they will be rejoining us sometime later, whether two, five or 20 years. We consider it a duty to refine and refurbish them so that when they join us on the outside, they would be good. That, essentially, is where it is.

Rowley told a news conference at the Housing Ministry’s South Quay, Port-of-Spain office that while Government sympathised with the plight of squatters it wouldn’t make any apologies for breaking down their illegal homes.


“Clearly, this cannot be allowed to happen if we are to have an orderly development on the housing programme.

“Here you have a planned development on the drawing board, but persons have gone and taken possession of the site and are doing their own thing. This is anarchy,” he said.


Rowley said lawlessness was one of T&T’s greatest impediments in achieving developed-country status by 2020.

OPPOSITION Leader, Dr Keith Rowley, yesterday called for the resignation, or the firing of Commissioner of Police (CoP), Dwayne Gibbs, for backing claims of a plot to kill Prime Minister Kamla Persad-Bissessar, whose existence Rowley has denied. “The Commissioner of Police has outlived his usefulness in Trinidad and Tobago,” said Rowley.

Rowley later dubbed Gibbs, a “useless, pliable tool”. He said, “I call for the resignation of the Commissioner of Police. If he is not of the ilk to know he should walk, I call on the Police Service Commission and its chairman to dismiss the Commissioner of Police, forthwith.”

Imbert: It’s bizarre

WORKS and Transport Minister Colm Imbert yesterday described the intense rainfall which caused unprecedented flooding in southern Trinidad on Wednesday as “unusual, unprecedented” and “bizarre”,

Imbert agreed that there seems to be a pattern of unusual weather emerging.

“In the last three weeks there has been very unusual flooding in specific parts of Trinidad and Tobago starting with very unusual flooding in Diego Martin (and) the East/West Corridor,” he noted. “We have had more or less stationary clouds full of water, dumping water on one point for a very short period of time resulting in terrible flooding.”

He linked the increased occurrence of flooding to this country’s pace of development. “It is clear that the pace at which Trinidad and Tobago is developing...that the existing drainage systems can no longer cope with the run-off that is occurring because of industrialisation, commercialisation and development.”

“A lot of the problems we are having are man-made where people are obstructing the river channels, they have narrowed them, they have blocked them. People have cut down hillsides,” he said. Asked what the Government was doing to address this, Imbert said there was a need for the better enforcement of building codes, a revamping of drainage as well as a continuation of river clearing. “Drainage systems are not designed to deal with that kind of rainfall but that does not mean that we should not address it,” he said.

“Some of the worst behaviour you will see in the PNM is around election time,” says junior National Security Minister Fitzgerald Hinds.

Hinds made the comment yesterday while addressing the PNM National Youth League’s 33rd annual conference at Eastern Credit Union’s administrative complex in La Joya, St Joseph.

He said the comment was made to him by a PNM stalwart as he cautioned the young people in the audience not to follow the example of some of the party’s senior members.

“There are elements in the PNM who take the election process too far.”

Hinds said these elements, in their rush to attain office, became malicious and engaged in unseemly behaviour.

Urging the youths to keep their election process pure, clean and disciplined, Hinds said:

“You must understand when you are seeking office it has to be because you are committed to serving.”

Hinds, who delivered the feature address at the function, also installed the Youth League’s new executive.

Prime Minister Patrick Manning, according to the programme—and a release sent to the media—was slated to speak at the function and install the new executive. He was, however, a no-show.

In his address, Hinds encouraged youths to make a positive difference in their communities.

Paying special attention to Laventille—which he described as not merely a place but rather an experience—Hinds advised the PNM’s young supporters to take advantage of the programmes and opportunities offered by the Government.

“It is a sin to waste money and a moment in time…We have no time to lose,” he said.

“You don’t need the clothing of office to serve. And if you serve well, you don’t have to fight for office. The people will put you on their shoulders and take you into office.”

Hinds, however, had some harsh words for the young men he said wasted money, their potential and time.

The Laventille East/Morvant MP said it made him sick to see groups of young men liming on the road at 8.30 am “like corbeaux taking sun.”

“They feel because they peeing froth they is man. It have 15- and 16-year-old with two children already.

“Being a man don’t mean just having sex and a baby. Being a man means responsibility,” said Hinds, and the mainly female audience applauded lustily.

“Without discipline, work and prayer, there will be no progress,” he added.

Marcus Solomon was elected the new PNM Youth League chairman, Kizzy Vincent vice chairman and Adrian Winter public relations officer.
